It has to both send to gy and lose 500 If you can't do either you do neither This means you resolve the interaction according to that ruling, and any dependent parts only apply if the required condition or activation is successfully met.

●If “Discord” is Chained to the activation of “Urgent Tuning” the effect of “Urgent Tuning” is not applied and no monsters are sent to the GY.
