DDV is active over multiple turns and Cold Wave is active while a Blackwing is Summoned.
DDV checks each End Phase of the affected player. Cold Wave prevents activating Spell/Trap cards, so Black Whirlwind cannot activate its effect under Cold Wave.
If Machina Peacekeeper is destroyed while Cold Wave is applying, does it still search?!
Cold Wave is active and Peacekeeper is destroyed.
Yes. Peacekeeper triggers in the Graveyard regardless of Cold Wave.

● While this effect is applying, effects of already face-up Spells/Traps also can’t be activated.
(However, continuous Spell/Trap effects will still apply).
●This means that if this effect is applying, the effect of Royal Oppression can’t be activated.
●This also means that effects like that of Armory arm can't be activated, as it is being treated as a Spell Card.
