No, Scapegoat cannot be activated in the Damage Step. It can be used in the Battle Step and will cause a replay if the number of attack targets is changed.
Can you use Quick-Play Spells at the end of the Battle Phase, can Mind Crush be activated if a player has no hand, can Royal Oppression be flipped and used in the same chain to Scapegoat, and can My Body as a Shield respond to Blaze Accelerator while it is face-up?!

Yes, Quick-Play Spells can be activated at the end of the Battle Phase. Mind Crush cannot be activated if either player has no cards in hand. Royal Oppression must already be face-up to use its Ignition-like effect against a Special Summon effect, so flipping it in the same chain to Scapegoat does not allow the effect to be used that chain. My Body as a Shield can be activated in response to effects of already face-up Spell/Trap cards like Blaze Accelerator, per the referenced ruling.
