No. The Summon happens by a monster effect, so you must negate the effect instead; Judgment does not negate monster effects.
If Solemn Judgment fails to negate a Summon, can you still use Bottomless?✓
A Summon is successfully completed and a monster is summoned.
Yes, you may still activate Bottomless after a failed Judgment since it is a different timing - Solemn Judgment activates during Summon Negation Window, and if negated, the monster is summoned. Then Bottomless can be activated during the Summon Response Window.

This effect can't negate monster effects that start a chain, even if that effect would special summon a monster.
For example, it can't negate Gorz, The Emissary of Darkness' effect.
