Can Stardust Dragon be chained to Royal Oppression in various summon cases?
Oppression is activated to stop different Special Summons.
Stardust cannot chain to Oppression when it negates a Normal/Special/Synchro Summon because Royal Oppression is not destroying any monsters on the field, but it can chain in cases like Diva's effect-based Summon where Royal Oppression would destroy a monster on the field.
If Stardust is returned to the Extra Deck under Degenerate Circuit, is it banished instead?
Grand Mole would return Stardust to the Extra Deck while Degenerate Circuit is face-up.
Yes. Extra Deck monsters are still banished under Degenerate Circuit instead of returning to the Extra Deck.
