Dark Grepher is successfully Summoned by discarding Destiny Hero - Malicious. Because the Summon does not start a chain, the turn player retains priority to activate the first Spell Speed 2+ card/effect before the opponent can respond with D.D. Crow or Torrential Tribute. The turn player also holds Ignition Effect Priority.

● When you Summon a monster, you can activate any Ignition Effect using your Ignition Priority.
This means that you can Summon this card by discarding "Destiny HERO - Malicious", then activate that Malicious' effect in your GY immediately, before "D.D. Crow" can be chained to it.
