Necro Gardna is banished to negate an attack; Vayu is used to Synchro Summon.
Necro Gardna negates the next attack, regardless of which monster attacked first. Vayu can Summon Silverwind by banishing itself and a Level 7 Blackwing because it does not perform a Synchro Summon, so non-Tuner requirements don't apply.

You do not choose which attack to negate, it automatically negates the next attack. If this effect is activated in the Battle Step, it negates that attack.

If a "Necro Gardna" is on the field when "Prohibition" is activated, and later that "Necro Gardna" is sent to the Graveyard, then you can activate the effect of that "Necro Gardna".
