Missing the timing: cost
Dupe Frog is tributed for Substitoad's cost; Dupe Frog misses timing.
Dupe Frog is Tributed to pay the cost of Substitoad's effect. The last thing to happen is Substitoad Summoning a monster, so Dupe Frog's effect cannot be activated.
When can Chain Disappearance be used against Substitoad or the monster it Summons?
Substitoad is Summoned and tributes itself to Special Summon a Frog.
Chain Disappearance can be used in the Summon response window if the monster remains on the field. If Substitoad tributes itself for cost, it is no longer a legal target; you can instead chain to the summoned monster if it meets the condition.
